I have a question. Why is punishment being handed out for shooting at protected players that you can't kill?

That is called spawn protection. The player is visible but has not moved since spawning. We have been having a problem (especially since the school summer break started) with players camping spawn areas. This is one thing we are trying to prevent that.

Use the protection to your advantage. Get the spawn campers to drop their guns...
